1. Why is this being done?
Savannah Summit was built in 1979 and last renovated in 2004. As it has been 16 years since the last renovation, the building's systems, apartments, and common areas are in need of improvements and new equipment. The planned upgrades will improve the look and feel of the spaces, add amenities and community space for the residents, enhance security, reduce energy consumption, and ensure the building is well-maintained for the foreseeable future. This also allows us to renew the existing Section 8 and Low-Income Housing Tax Credit affordability programs for the maximum duration possible.
2. How long will it last?
As of now, our construction is expected to start in January or February 2021 and will last for approximately 11 months.
3. What will change?
We anticipate upgrading all residents' units based on feedback we have received from our resident engagement campaign and our professional consultants. We hope to upgrade the elevators, the roof, the generator, and the hot water boiler, and repair all fire and life safety systems to ensure they are functioning properly. We also hope to expand the community and leasing areas, including upgrades to laundry room, community room, and kitchen. Finally, we will be enhancing the security system, with new security cameras, site lighting, and controlled access. The full timing and scope of renovations are subject to the availability of federal and state funding.
5. Will the renovation and potential rezoning affect our rent and lease renewals?
We want to assure you that our objective is to maintain and extend the affordability of Savannah Summit for all current residents. No residents will be displaced from Savannah Summit as a result of any renovation or rezoning. The in-place affordability of the building will remain the same. We plan to renew the Section 8 contract that covers 100% of the units for another 20 years. Therefore, the rent structure will remain the same for all residents, and residents will continue to pay up to 30% of their income towards rent per HUD guidelines. Rose and Columbia intend to oblige by all leases and to uphold them as permissible by local, state, and federal laws. As a reminder, all residents need to be formally declared on their respective leases.
6. What will happen as a result of the rezoning?
As Savannah Summit was built in 1979, it does not comply with the new zoning code that was passed in 2015. The rezoning will allow for the expansion of the first-floor community room space and will allow for the renovation of the property. Our top priority is to renovate and improve Savannah Summit for current residents, and the rezoning is a necessary and critical part of the process. The undeveloped portion of the land will be used for potential future affordable housing, which is subject to availability of future public funds and regulations. There will be no big-box commercial development nor any other use that excludes affordable housing.
7. What safety precautions will be taken to keep residents safe?
The Property Manager and General Contractor will create and implement a thorough plan to minimize inconveniences and ensure residents’ safety and comfort throughout the renovation process. As the construction and relocation plans are developed, we will continue to communicate with residents and local government partners during future resident information sessions. Any construction and relocation plan will adhere to all local, state, and federal guidelines and requirements related to COVID-19.
